Nowadays, the world has become a global village because of the advances made in the fields of transportation, medium, and high technology. The Internet is the especially prominent one which offers people great advantages when communicating with someone far away, or obtaining the latest news worldwide. According to the statistics collected by the Institute for Information Industry (III) at the end of September, 2006, the population of Internet user has reached the amount of 9710,000 which includes the users of wired broadband network, Integrated Services Digital Network (ISDN), Taiwan Academic Network (TANet), Wireless Application Protocol (WAP), and traditional Dial-up Connection. The rate of the Internet availability is estimated to be 43 percents. In the event, a hidden modern disease, the Internet Addiction Disorder, has been prevailing while the use of Internet is growing.
